In Scarlet and Violet, evolving Gligar is a bit tricky but doable! First off, get a Razor Fang. It's different from the Razor Claw. You can snag the Razor Fang as a reward in the Kitakami Pokedex after catching 110 Pokémon or find it in caves at Wistful Fields, a bit north of where Munkidori hangs out by the lake.

To claim your Dex Rewards, pop open the Pokedex App with (-), select the Kitakami Dex, and tap the X-button to collect your rewards. Once you've got that Razor Fang, give it to your Gligar. Then, it's waiting game until nighttime. If you're still caught up in The Teal Mask's story, flying back to Paldea and waiting there for nighttime might be easier. Nighttime in Kitakami rolls in during the Festival of Masks.

Here's the crucial part: during that nighttime, make sure Gligar levels up by battling or use Rare Candy/Exp Candies. If you miss that specific time, Gligar won't evolve. Timing is everything!
