Progress to Chapter 3: The opportunity to obtain the Street Surfer arises during Chapter 3 of the game.
Locate Surfin' the Streets! Substory: Head to Seaside Ave., located directly south of the ABC Shop on the map. Look for the icon indicating the Surfin' the Streets! substory. Once you are in the vicinity, the substory will automatically trigger.
