Cook the meal, take it to EVE, grab the Royal Hourglass behind her, and have a talk with Jafar at the broken bridge.
After finishing more quests and solving some puzzles, EVE will ask you to take pictures of specific spots around the area. Once you've made progress in the main story and completed these tasks, return to EVE, have a good chat until you've exhausted all her conversation topics, and then she'll become a resident in the village.
