This means that the issue affects a specific Facebook profile rather than a specific device or version of Facebook Messenger. You cannot see the Last Active Time of users who are not on your Friends list on Facebook or Instagram. Only people on your friend list have access to this feature.
How To Fix Messenger Active Status Not Working Issue?

Make sure the Active Status is enabled
The first step is to toggle the Active Status toggle on and off several times. Some users reported that there is a bug that causes the Active Status to not display properly, which can be resolved by turning Active Status off and then back on. This usually resolves the problem.
Here's how to disable and re-enable Facebook Messenger's Active Status:
Fire up Facebook Messenger.
Tap the Account icon.
Select the Active Status option.
Turn on the Active status.
Check the network connection
This goes without saying and is self-evident. Messenger requires a stable wireless or mobile data connection to function properly. You most likely do not have system-wide connectivity issues, but it is worth checking to see if Facebook Messenger is permitted to use the network.
If you suspect your device is having connectivity issues, follow these steps:
Navigate to the Settings menu.
Apps and Notifications (Apps).
Launch All Apps (App manager or Manage apps).
Launch Messenger.
Choose Mobile data and Wi-Fi (or something along those lines on other Android skins).
Check that the app has access to Wi-Fi and Mobile Data. Allow the app to access the network in the background, and turn off all VPN/Proxy tools.
Clear Messenger data and sign in again
The next step is to try to reset the app by erasing any locally stored data. There's a chance that cached data is corrupted, which frequently causes app issues. Go to APK Mirror or any other APK aggregator.
Install the APK. We recommend that the APK be no more than three months old. You can also obtain a more recent Beta or Alpha version. Anything other than the version you're currently using (the latest stable).
When prompted, run the APK and allow the installation of third-party apps (unknown sources) on your device.

Check Facebook on other devices
Facebook is available on most platforms, which, while convenient, can also cause problems. If you use Facebook on your computer or other devices, make sure that the Active status is enabled everywhere.
Here's how to go about it:
Launch the Facebook app on your Android device. Open Settings & Privacy > Settings from the hamburger menu. Select Active Status and make sure this option is turned on.
Launch Facebook on your computer and select the chat options in the bottom right corner. Check that you are connected to the internet.
Perform the same check on all devices from which you access Facebook and Facebook Messenger.
Use Facebook Messenger Lite
Finally, if Messenger is still not showing Last active, you should probably submit a ticket to Facebook (report the problem) and, for the time being, use Facebook Messenger Lite. If Facebook Messenger on Android does not display the most recent active status, you can usually resolve the issue by:
Check for any server-side problems with Facebook Messenger.
Reactivate the Active Status option.
In the process of clearing local data and resetting Facebook Messenger.
Reinstalling Facebook Messenger or using an APK to get an older version.
If Facebook Messenger isn't working, try using another wrapper app.
