Director Naoya Maeda, producer Kazuhisa Wada, and business producer Atsushi Nomura talked about creating the game. Wada said they wanted to expand the Persona series with a new story using Persona 5 characters. Maeda focused on making the game easy to understand for people who are new to strategy RPGs. They made it simpler to see who's strong and weak among friends and foes.
Toshiki Konishi, a composer from Atlus Sound Team, worked with Persona 5 singer Lyn Inaizumi to make new music for the game.
