At the end, Yoon had to prioritize the safety of the Joseon people and return to Gando to fight the Japanese occupiers with his bandits. This was due to the Decimation Campaign, a plan to eliminate all resistance in Gando and deceive the Chinese into allowing Japanese occupation of Manchuria.
General Katayama executed this plan by hiring Ki-ryong and his crew to attack the consulate, killing many Japanese soldiers, including Chief Inspector Nagano. This attack gave the Japanese a reason to ask China for permission to occupy the region, which China agreed to on the condition that no harm came to Chinese citizens.
Hee-shin, while passing on information about the Independence Army, unknowingly exposed her true intentions to Gwang-il, confirming her as a traitor. However, for unclear reasons, Gwang-il decided to keep her secret and proceeded with their wedding. It seemed that Gwang-il had a hidden agenda, as it was unlikely that his love for Hee-shin was enough to overlook her true motives.

Everyone celebrated, thinking they had won. However, they didn't know that the Japanese consul, Yamada, was still alive. Just as Yamada was about to use his gun, Eon-Nyeni shot him, ending the threat for good.
