The Diplomat Ending explained

In order to get this secret mission on French soil approved, Kate and Secretary of State Dennison go to meet the French official, Fournier. At their first meeting, Fournier is very reluctant to allow a joint US-UK operation to arrest a Russian in her country.

The fact that it was the Russian government itself that led Kate and her team to Lenkov cannot be revealed due to the clandestine manner in which the revelation was made and the lack of evidence. Kate and Dennison try to persuade Fournier that they believe the Russian government would not be angry at such an arrest, but Fournier refuses to take the risk of turning the Russians against France.

Later that evening, however, Kate meets with Fournier in person at a public event, and the French official grants permission for the mission to go ahead. Although Kate is relieved, what Fournier says next shocks her and makes her realise that she is not in control. Fournier mentions that she has been informed by the higher authorities that this joint mission is planned to assassinate Lenkov, not arrest him.

This is news to Kate, and then to Dennison, as they both knew that an arrest and extraction mission was being planned for Lenkov. They quickly realise that the only reason anyone would want to kill Lenkov would be if they had hired the Russian mercenary to carry out the attack on the warship. The fact that this decision to kill rather than arrest was made by higher-ups makes the situation worse for Kate and her allies - Prime Minister Nicol Trowbridge was himself involved in the bombing. That was why he tried to kill Lenkov, so that the Russians could never reveal that it was Trowbridge who had hired him.

Although The Diplomat ends without giving a concrete answer to this question, it is certainly implied that Trowbridge was the one who orchestrated the attack.
There are also hints that the Prime Minister may have had reasons to stage an attack on his own country, particularly through conversations with his close ally, Tory politician Margaret Roylin.

After leaving the European Union, the UK faced calls for similar divisions within its own regions. With the possibility of a Scottish referendum soon to be held on whether Scotland wanted to remain part of the UK or be its own country, the current scenario was such that Roylin was confident that Scotland would choose to leave the UK.

She was also sure that such a decision would be followed by other governments, such as Northern Ireland and Wales, wanting to separate from the UK. The United Kingdom would then be truly broken, and Prime Minister Trowbridge would be the one most to blame. In order to avoid such a scenario, Nicol Trowbridge was desperate to restore a sense of unity among his citizens, and rallying the people against an imaginary enemy seemed to be the best solution.

This was probably the reason why he staged a fake bombing aboard the Royal Navy aircraft carrier, and did not mind killing 40 servicemen in the process, as he was more interested in creating a public image for himself as a strong Winston Churchill-like Prime Minister of the UK.

Although the opening scenes of The Diplomat are set in the US, including Washington DC, the vast majority of the series is set in the UK, with Kate Wyler becoming the US Ambassador. This means that the show is set mainly in London, around Westminster and at the US Embassy in London, which in real life is on the south bank of the Thames near Nine Elms.

There are also scenes at Winfield House, the official residence of the US Ambassador in Regent's Park, and Chevening House in Kent, as well as many other locations throughout the UK. The final episode also features scenes in Paris, including the Louvre. Filming for the series began in April 2022, with much of the filming taking place in the UK, particularly in and around London, and also in the Cotswolds.
