Detective Ma Seok-do and his team are promoted to the Metropolitan Investigation Unit, where they investigate the death of a woman named Go Sun-hee. The autopsy report reveals that Sun-hee had been using a drug called "Hiper." Their investigation leads them to a nightclub, where they interrogate the club's president and discover that a yakuza member named Hiroshi is supplying Hiper from Incheon.
Ma's team successfully captures Hiro and seizes 20 kilos of Hiper, but a corrupt cop named Joo Sung-chul steals the drug and kills Hiroshi. However, Ma's team manages to survive. It is revealed that Sung-chul is protecting a syndicate known as the White Shark Clan and stole the Hiper to profit from it. In response, the yakuza hires a hitman named Ricky to retrieve the stolen drugs.
Ma learns about another drug supplier named Tomo and attempts to arrest him, but Ricky kills Tomo and escapes. This sparks a drug war between Ricky and Sung-chul. Following a clue, Ma finds Hiper on a boat yacht and strikes a deal with Sung-chul, with the help of an acquaintance named Cho Rong-i.
However, Sung-chul betrays Ma and forms a new alliance with Ricky. Ma is captured by Ricky but manages to fight back and defeat him. With the help of a tracker placed in his bag of Hiper, Ma tracks down Sung-Chul at his office. The police arrest Sung-Chul and the yakuza organization, resulting in a successful resolution to the case. Ma and his team celebrate their victory.
In a mid-credits scene, Ma calls Jang I-soo for assistance in another case.
