In flashbacks, we witness Luka in the Cold War as an officer in the Red Army. His commanding commander gives him the mandate to destroy the Sokol program, a covert initiative of the Russian government. In a place called Matoksa, a government initiative aims to develop a nuclear weapon that is radar-undetectable. After giving the order that results in the death of the whole research team working on Sokol, he removes personal items from each desk to inform the families of their "accidental" demise. But because he didn't report for work that day, the scientist who lived in the apartment survived. The program was revived 60 years later. Therefore we assume he let the scientist live.
