He is one of the many World Bosses and typically spawns in close proximity to the destination you're heading towards. I personally made sure to defeat him during my visit.

Once inside the Halls of the Damned, your objective is to destroy the idol of the Overseer and the Seaborn Goddess. Afterward, proceed to the Sepulchrum and activate the levers found within.
