She received a bachelor of science degree in physics from San Diego State University in 1980, graduating Phi Beta Kappa. She then earned a master of science degree in electrical engineering from Stanford University in 1981, and a doctorate in electrical engineering from Stanford in 1985.

After completing her doctorate, Ochoa worked as a research scientist at Sandia National Laboratories in Albuquerque, New Mexico. In 1988, Ochoa was selected to be an astronaut by the National Aeronautics and Space Administration (NASA).
