She received a bachelor of science degree in physics from San Diego State University in 1980, graduating Phi Beta Kappa. She then earned a master of science degree in electrical engineering from Stanford University in 1981, and a doctorate in electrical engineering from Stanford in 1985.

After completing her doctorate, Ochoa worked as a research scientist at Sandia National Laboratories in Albuquerque, New Mexico. Her research focused on the development of optical systems for signal processing and image recognition. In 1988, Ochoa was selected to be an astronaut by the National Aeronautics and Space Administration (NASA).
