Frank, now reclusive and cynical, initially refuses Casey's plea to take her to Tomorrowland. However, they eventually decide to go with Athena's help. Using a teleportation device and an antique rocket hidden under the Eiffel Tower, they reach Tomorrowland, which is in decay.

They meet David Nix, the governor, and discover a tachyon machine predicting a global catastrophe. Casey realizes that projecting this future to humanity created a self-fulfilling prophecy.

Confronting David, they learn that he has lost hope in humanity and intends to let the apocalypse happen, so he can rebuild the world according to his vision.
