The Assam Public Service Commission started on April 1st, 1937, as per the Government of India Act, 1935. Mr. James Hezelett, a retired ICS officer from London, was its first Chairman. Until 1951, when new rules were made, five more officers, mostly retired ICS officers, served as Chairman for different periods after Mr. James Hezelett. When India became a Republic, the Governor of Assam made regulations for the Commission under Article 318 of the Indian Constitution. These rules began on September 1st, 1951. That same year, the Assam Public Service Commission (Limitation of Functions) Regulation was made under Article 320, clause II of the Constitution.

After the APSC Regulations of 1951 were enacted, Shri Kameswar Das, a respected educator from Assam, became the first non-official Chairman of the Commission. He served until July 1952.
