Himachal Pradesh became a state on January 25, 1971. Before this, the Union Public Service Commission managed civil service matters for the Union Territory of Himachal Pradesh under Article 315 of the Indian Constitution.
To have its own Public Service Commission, the state needed to establish one. Until then, the Union Public Service Commission agreed, at the request of the Governor of Himachal Pradesh and with the President of India's approval, to handle the state's needs for a period of three months from January 25, 1971, or until a State Public Service Commission was established, whichever came first.
