UPSC Recruitment 2024
The Government of India invites applications for lateral recruitment of Joint Secretary and Director/Deputy Secretary level officers on a contract basis for various Ministries/Departments based in New Delhi. This opportunity is open to talented Indian nationals and officers from State/UT Cadres, PSUs, Autonomous Bodies, Statutory Organizations, Universities, and Research Institutes.

Qualifications and Experience
Educational Qualifications:
- Post Graduate Degree in Technology, Management, Public Policy, Development Studies, Economics, Liberal Arts, or Law from a recognized university or institute.
- BE/B. Tech in Electronics and Communication, Electronics, Electrical, Mechanical, Chemical Engineering, or Materials Science from a recognized university or institute.
- M.Sc. in Environmental Science from a recognized university or institute.
- BE/B. Tech in Electronics, Computer Science, Information Technology, or a Master’s Degree in Computer Application, or an MBA (Finance)/PGDM (Finance) from a recognized university or institute.
- Master’s Degree in Economics, Finance, Business Administration (Finance), M.Tech, M.E., or a PG diploma in management or business administration from a recognized university or institution.
- Degree in Geography, Geology, Environment, Economics, Environmental Sciences, Water Resources Management, Hydrology, Flood Risk Management, Disaster Management, or Civil/Geo-technical Engineering from a recognized university or institute.
Work Experience:
- 15 years of experience in Technology, with at least 10 years in a leadership role, including expertise in New and Emerging Technology and public policy.
- 15 years of leadership experience in semiconductors, electronics, technology, or public policy within Government, Public, or Private sector organizations.
- 15 years of post-qualification experience in Environment Policy and Environmental law in Government or Private organizations/institutions.
- 15 years of post-qualification experience in the Financial Services Sector (Banking, Insurance, Pension), including 7 years in Cyber/Information Security, IT, Digital, or FinTech functions.
- 15 years of experience in handling Domestic and Foreign Investment matters.
- 15 years of experience in Disaster Management.

Age Limit and Pay Scale
For the Joint Secretary level post:
- Minimum age: 40 years
- Maximum age: 55 years
- Pay fixed at the minimum of Pay Level-14 in the Pay Matrix as per 7th CPC
- Approximate gross salary: Rs. 2,70,000/- (including Dearness Allowance, Transport Allowance, and House Rent Allowance)
For the Director level post:
- Minimum age: 35 years
- Maximum age: 45 years
- Pay fixed at the minimum of Pay Level-13 in the Pay Matrix as per 7th CPC
- Approximate gross salary: Rs. 2,32,000/- (including Dearness Allowance, Transport Allowance, and House Rent Allowance)

For the Deputy Secretary level post:
- Minimum age: 32 years
- Maximum age: 40 years
- Pay fixed at the minimum of Pay Level-12 in the Pay Matrix as per 7th CPC
- Approximate gross salary: Rs. 1,52,000/- (including Dearness Allowance, Transport Allowance, and House Rent Allowance)
The Government reserves the right to place deserving appointees at an appropriate level within the pay scale.

The crucial date for determining the age limit is the closing date for submission of the online application.

- Applications submitted through any other mode will not be accepted and will be rejected.
- Candidates must upload supporting documents/certificates for each claim made in the application (e.g., Date of Birth, Educational Qualification, Experience) as separate PDF files.
- File size should not exceed 1 MB for each module and 2 MB for the "UPLOAD OTHER DOCUMENT" module.
- Documents should be legible when printed and scanned at 200 dpi in grey scale.
- Candidates applying for multiple posts should submit separate applications for each post.
- After submitting the Online Recruitment Application (ORA), candidates must print a copy of the finally submitted application.
