A Atomic Heart's system requirements are actually surprisingly low. Most players will require a Geforce RTX 2070S or Radeon RX 6700XT to use Ultra Settings at 1080p. The 16GB of memory is fairly standard, and the processor does not need to be of the highest calibre. The best experience is provided by an Intel i7 or Ryzen 5 2600X, but an i5 or a 1600 would also suffice.
As long as the memory and processor are sufficient, players using a GTX 1080 can maintain 60 FPS at High settings. Players seeking a 4k experience can do so if their rig is equipped with a powerful RTX 3080 or a Radeon RX 6800XT.

Steam users will be able to play Atomic Heart sooner than console users. The game will be available in CET (Paris) at midnight on the 21st, so anyone west of Paris will be able to play it on the 20th in their time zone.
