Richardson attended high school in Massachusetts and went on to earn a Bachelor's degree from Tufts University in 1970. He then earned a Master's degree from the Fletcher School of Law and Diplomacy at Tufts in 1971. Richardson began his career as a staff member in the United States Senate, where he worked on foreign policy issues. In 1980, he was appointed as the Executive Director of the Democratic National Committee. He was elected to the House of Representatives in 1982, representing New Mexico's 3rd congressional district. During his time in Congress, Richardson focused on foreign policy and human rights issues. He served on the House Select Committee on Intelligence and was a member of the House Committee on Energy and Commerce. In 1997, he resigned from Congress to become the United States Ambassador to the United Nations, a position he held until 1998. After leaving the United Nations, Richardson served as the United States Secretary of Energy under President Bill Clinton from 1998 to 2001.
