Florida Lottery History

The Florida Lottery has played a significant role in the state's history since its inception on January 12, 1988. This came about through a constitutional amendment approved by Florida voters with a resounding 2-to-1 majority in the general election of November 4, 1986. The primary purpose of the lottery was to provide additional funding for Florida's education system.

As mandated by the amendment, a substantial portion of all ticket sales revenue is dedicated to the Education Enhancement Trust Fund. This fund helps support various educational initiatives, including the popular Bright Futures scholarship program. The Florida Lottery's journey began with its first game called "Millionaire," a $1 scratch-off game that offered a grand annuity prize of $1 million.

The game quickly gained traction, with total sales amounting to an impressive $95 million in just the first 12 days. The early success of the lottery enabled the Lottery Commission to repay the initial $15.5 million bond from Florida's General Revenue Fund, which provided the necessary starting capital. Over the years, the Florida Lottery expanded its game offerings to include more diverse options.

In 1991, the daily on-line game "Play 4" was introduced, allowing players a chance to win a top prize of $5,000. That same year, the holiday season was made even more special with "Florida Lotto Month," guaranteeing minimum jackpots and rollovers of $10 million. In the years that followed, the Florida Lottery continued to innovate.

The introduction of the first $2 Scratch-Off game, "Bingo," took place on September 27, 1993, and it remains the longest-running Scratch-Off game in Florida Lottery history. The lottery didn't stop there. It continued to bring exciting experiences to players, such as the "Great LOTTOMOBILE Giveaway" in 1994, where 50 lucky ticket holders won a 30th Anniversary 1995 Ford Mustang.

In October 1995, the Florida Lottery launched the interactive game show "Flamingo Fortune," inviting people with losing Scratch-Off tickets to participate for exciting prizes. Another milestone occurred on February 25, 1998, with the introduction of "Mega Money," a numbers-drawing game with jackpots reaching hundreds of thousands of dollars.

In 2001, Fantasy 5 saw changes in its matrix and prize format, providing players with more opportunities to win through a rolldown format. Throughout its history, the Florida Lottery has continuously strived to create engaging and rewarding experiences for players. In 2004, the Mega Money game underwent revamping, featuring a new matrix and payment structure.

EZmatch, a new play option, was added to Fantasy 5 in 2006, giving players a chance to win up to $500 instantly by matching numbers. Despite an invitation to join Powerball in 1999, Governor Jeb Bush declined the offer. However, in 2008, Governor Charlie Crist announced that Florida would join the Powerball game, becoming the 32nd state to join the Multi-State Lottery Association (MUSL).

With the addition of Mega Millions in 2013, Florida Lottery continued to expand its game offerings, providing even more opportunities for players to try their luck. As the Florida Lottery celebrated its 25th year in 2013, it underwent a rebranding campaign, refreshing its logo and establishing a presence on social media platforms like Facebook and Twitter.

Throughout its history, the Florida Lottery has remained committed to enhancing education while continually evolving its game selection to cater to players' preferences. With its diverse range of games, including Lotto Xtra and Lucky Lines, the Florida Lottery continues to create excitement and deliver life-changing prizes to fortunate winners.

As the Florida Lottery progresses, it remains dedicated to responsible gaming and supporting education in the Sunshine State. Players must be 18 years or older to purchase a Florida Lottery ticket, regardless of the game.
