Two former South Florida police officers handed themselves in on Thursday morning to face felony charges in connection with the beating of a homeless man who had been drinking outside a shopping centre last month, according to officials.

On Thursday morning in Miami, Lorenzo Orfila, 22, and Rafael Otano, 27, were arrested and sent to jail. Orfila was also charged with official misconduct, according to Miami-Dade State Attorney Katherine Fernandez Rundle, who made the announcement at a press conference. The charges, according to Fernandez Rundle, are related to an incident that happened on December 17 when the officers responded to a disturbance complaint at a shopping centre on West 60th Street. Jose Ortega-Gutierrez, a homeless guy who frequents the neighbourhood and is well known to the police, was contacted by the officers, according to Fernandez Rundle.

Despite the fact that security footage from the incident did not indicate a reason for Ortega-Gutierrez to be brought into custody, Fernandez Rundle claimed that Ortega-Gutierrez was handcuffed and driven away by Hialeah Police. Ortega-Gutierrez was pummelling and thrown to the ground while still in handcuffs by the officers rather than being sent to jail as is customary, according to Fernandez Rundle.

Ortega-Gutierrez claimed he passed out and awoke unbound, bleeding from his head, and alone. When he started to move, he came across a Hialeah Police officer who was walking his dog while not on duty and asked him to call 911 on his behalf. He was transported to the hospital for treatment after he informed the police of what had transpired.

The officer was also told by Orfila that Ortega-Gutierrez had been "roughed up" after they had dropped him off, according to Fernandez Rundle.

Days after the event, Ortega-Gutierrez said that Saleh approached him, posing as a private detective and offering him $1,200 in cash to sign an affidavit stating that he had been arrested for drinking and hadn't been physically assaulted by the police, Fernandez Rundle said. The victim eventually acknowledged taking the money "because he's homeless and he's unemployed," indicating that his initial claim was accurate, according to Fernandez Rundle.

Additionally, Fernandez Rundle added, the investigators found evidence that Otano and Orfila had left their designated sector on the day in question thanks to the GPS in their police cars. Fernandez Rundle pointed out that neither of them had his body-worn camera turned on during the encounter.

George Fuente, the chief of police in Hialeah, declared that the conduct "would not be accepted," adding that both officers were relieved of their patrol responsibilities following the event and fired after the inquiry was complete. Orfila was a 3-year veteran of the department, and Otano has been there for six years. According to Fuente, the mayor fired both officers on Thursday morning.
