There are two guaranteed locations where the Telekinesis spellbook can be found. The first location is Redwater Den, which is a Skooma den infested with vampires located west of Autumnshade Clearing. The spellbook can be found next to the corpse of a conjurer in an adept-locked cell. The second location is the Benkongerike Great Hall, a cave on the island of Solstheim accessible through the Dragonborn DLC. The spellbook can be found buried under copies of the Lusty Argonian Maid inside a Riekling tent.
There is also a random chance of finding the spellbook on a table inside the ancient ruin of Labyrinthian during "The Staff of Magnus" quest for the College of Winterhold. The odds of finding the spellbook in this manner are 25%.
