To reach this location, you'll need to purchase the Lost Key from the Scrapper, and it will cost you three Xerxes. The Scrapper can be located in The Depths, situated next to the Elevator Stop. There are three different ways to access the Citadel Elevator. You can enter it from The Depths, the Lower City, or the Upper City. Once you've successfully reached the Hidden Floor and opened the chest containing the Lilac Skin, you can proceed to equip it.
