On Thursday, a member of the Spotsylvania County school board was taken into custody on two charges, one of which was a felony. Forging a public record is a Class 4 felony that could result in a two- to ten-year prison sentence for 65-year-old Kirk E. Twigg. He is also accused of tampering with a county record, a misdemeanor.
