Born in Cwmparc, Rhondda, Burnett rose to fame following the split between PDC and BDO players. In 1994, he won multiple titles in the BDO, such as the Dutch Open, Welsh Open, British Matchplay, and Denmark Open, including the Winmau World Masters after defeating Steve Beaton in the final. The following year, despite being a debutant at the 1995 BDO World Darts Championship, Burnett had become the number two seed due to his rankings. He went on to win the tournament, beating Raymond van Barneveld 6-3 in the final.
Burnett reached the BDO World Championship final twice more, losing to Steve Beaton in 1996 and Raymond van Barneveld in 1998, with the latter match going into a tiebreak. Burnett also suffered upset losses in the Winmau World Masters finals of 1995 and 1996 to Erik Clarys and Colin Monk, respectively.
