The game continues the storyline after the events of Payday 2, where the original crew of characters ("Dallas," "Chains," "Wolf," and "Hoxton") and two new heisters, Joy and Pearl, are re-motivated to return to a life of crime.

In March 2021, Plaion (formerly Koch Media) pledged €50 million to support both development and marketing, including a substantial 18 months of post-launch support utilizing a games-as-a-service approach. Payday 3 was originally built on Unreal Engine 4 but will receive an upgrade to Unreal Engine 5 after its launch.
Notably, console versions will mirror the PC platform version, a departure from its predecessor, attributed to the game's Unreal Engine foundation. The game's official release date was confirmed for September 21, 2023, following a teaser trailer release on January 1, 2023, titled "A New Criminal Dawn.
