To fuse Titania with Matarukaja in Persona 3 Reload, you'll need to complete Elizabeth's request 62 – Fusion Series #4: Lovers, Titania. Titania doesn't naturally learn Matarukaja, so you have to pass it down through fusions.
One way is to fuse Black Frost with Dominion. Black Frost already has Matarukaja, so when you fuse it with Dominion, you'll pass the skill down to Titania. Black Frost is made through a Special Fusion, so you should have it if you've been completing Elizabeth's requests. Dominion can be found in the Tziah block in Tartarus around floor 130, or you might have obtained it through other fusions.
Alternatively, you can fuse any other Titania fusion and use a Matarukaja Skill Card obtained from Shuffle Time or chests in Tartarus. You can also copy the Skill Card for free at the Naganaki Shrine.
Titania with Matarukaja is useful because she learns Concentrate early, making her a powerful buffer for your team and helping with strong magic attacks. Unlike some previous fusions, Titania with Matarukaja is valuable in the long run, so fuse her as soon as you can!
