He earned his Bachelor of Arts degree from the University of British Columbia in 1988 and his Bachelor of Laws degree from the University of Victoria in 1991. After completing his legal education, Brown served as a law clerk to Justice Peter Cory of the Supreme Court of Canada from 1991 to 1992.
Brown then worked as a litigator in private practice for several years before joining the faculty of the University of Alberta's Faculty of Law in 1999. He taught at the University of Alberta for 15 years and was named a professor in 2006.
