Motor Vehicle Inspector Om Prakash Aggarwal, stationed in Bhopal, is an ardent admirer of Bollywood actor Vijay Kumar. However, Vijay's upcoming film is facing a delay in shooting as he has to leave for the US with his wife Naina for her medical treatment. The movie has already exceeded its budget, and the remaining climax scene is yet to be filmed on leased land belonging to the Indian Navy.
The film crew discovers that Vijay's driving license, which is mandatory for obtaining clearance, has gone missing. The producer is furious and wants to wrap up the filming as quickly as possible. Despite the possibility of issuing a duplicate license, Vijay cannot do so due to a clerical error during a shift between RTO buildings. To expedite the process, Vijay's politician friend requests Om to issue the license illicitly, without Vijay appearing for the driving test.
In exchange, Om demands that Vijay meets him in person at the RTO and serves as proof in case of an inquiry. Vijay Kumar, a popular film actor, needs to submit his driving license to get clearance to film the climax of his next movie at an Indian Navy leased land. However, his license goes missing, causing delays in the film's production. To speed up the process, Vijay's politician friend asks Om Prakash Aggarwal, a Motor Vehicle Inspector, to issue the license illicitly.
Vijay visits the RTO to meet Om but is caught up in a media frenzy when Vijay's peon gives misinformation to reporters, damaging Vijay's reputation. Meanwhile, Vijay's rival, Suraj Diwan, plots against him, leading to a hit-and-run attack on Om and his family, which Om believes was carried out by Vijay's men. While Vijay's wife is in the US for medical treatment, Vijay is pressured by his producer to cancel his trip and finish filming his movie, leading him to call Om in frustration.
Om believes that Vijay is behind the attacks on his family and accuses him, but the police cannot find conclusive evidence against Vijay. Om and his family protest in front of Vijay's house, and Vijay responds by revealing Om as a delusional stalker who disrupts his life.
