The game's storyline revolves around a squad of U.S. Marines from the 3rd Battalion, 1st Marines (3/1), who engage in combat during the Second Battle of Fallujah over a six-day period in November 2004.
The game's premise sparked controversy when it was initially announced in 2009, as concerns were raised about its appropriateness, particularly due to the recent nature of the real-life events it is based on.
Originally, Konami was set to publish the game; however, in April 2009, a spokesperson announced that Konami had decided against publishing it due to the surrounding controversy. The game was originally scheduled for a 2010 release but was ultimately canceled due to the backlash. Following the bankruptcy of its original studio, Atomic Games, in 2011, the game was put on hold until 2016.
In February 2021, it was revealed that Highwire Games, consisting of former Halo and Destiny game developers, had taken over the development of the game.
