Gameplay underwent multiple revisions, shifting focus from naval exploration to land-based survival elements influenced by games like Rust. Budgetary issues and management challenges plagued the project, with costs exceeding $120 million.
Announced at E3 2017, Skull and Bones faced a series of delays, with its release initially slated for 2018.
A "new vision" emerged in September 2020, leading to further development time and involvement from additional Ubisoft studios, such as Ubisoft Berlin.
