The ceremony will take place on April 9, 2023, at Marina Bay Sands, Singapore. In last year's ceremony, All-Time Favorite Artiste Felicia Chin and Rebecca Lim both earned their tenth Top 10 Most Favorite Artiste awards, with Rebecca Lim becoming the ninth celebrity to receive the Top 10 honor for ten consecutive years.

The nominees for professional categories were announced on February 15, 2023, on the official Me Watch website. Artists who are eligible for the Popularity Category must meet certain criteria and are then shortlisted to participate in a nationwide poll of 1,000 people from Singapore's population. This poll has an equitable breakdown across various age groups and is known as the "Popularity Survey." An independent market research company conducts this survey using face-to-face or door-to-door questionnaires. The public voting for the popularity awards will commence in March 2023. The winners of the Top 10 Most Popular Male/Female Artiste Awards and Most Popular Rising Stars Awards are determined by a combination of the Popularity Survey findings (20%) and public votes (80%). These results are validated by experienced auditors.

To participate in public voting for the popularity awards, voters must have a valid meconnect account. The online voting process is completely free-of-charge, making it accessible to everyone who meets the eligibility criteria. However, each voter is only entitled to ten votes per day for each award category. This ensures fairness in the voting process and allows for a wide range of artists to be recognized based on their true popularity. Star Awards 2023 Where to Watch?

The Star Awards 2023 show and red carpet will be broadcasted on various channels, including Channel 8, Mediacorp Channel U, mewatch, Mediacorp Entertainment YouTube, and Astro (Channel 338). The walk-of-fame will be aired from 5 pm to 6.30 pm, while the ceremony will be broadcasted from 7 pm to 10 pm. The backstage commentary will be available on mewatch and Mediacorp Entertainment YouTube from 3.30 pm to 10.30 pm. Additionally, the ceremony will be repeated on April 16, 2023, from 2 pm to 6.30 pm on Channel 8.

For the first time, the ceremony will have an international host, Taiwanese Singer Matilda Tao, and Lee Teng will be co-hosting the show. Lee Teng will be hosting the ceremony for the third time, having previously hosted it in 2016 and 2017.
