If you've helped Cambridge before, you can fast-travel to the entrance you used to leave the Deep Mines last time.
Take the elevator down, exit the lab, and follow a big tunnel. This tunnel leads to a darker one where you'll find the Red Devils HQ. That's where you can find Percival for a quest.

Where to Find Red Devils HQ in Starfield?
To find the Red Devils HQ in Starfield, go to the Abandoned Mines to the west of Cydonia on Mars. These mines are the same ones you may have cleared out if you helped Cambridge Cooper with a mission.
If you've helped Cambridge before, you can simply fast-travel back to the entrance you used to leave the Deep Mines the last time. From there, take the elevator down and exit the lab, turning right. You'll come across a large tunnel that you can follow. This tunnel will eventually lead you to a darker tunnel where the Red Devils HQ is hidden.
On the steps of the HQ, you will find Percival. Talk to him and share information about the Terrormorphs. After that, he will take you to his lab inside. This part of the quest is quick. Once you mention that Hadrian sent you with the sample, Percival will want to speak with her back at the Sixth Circle. To complete the "Delivering Devils" quest in Starfield, bring Percival back to Cydonia and have a final conversation with Hadrian and Walker.
