Completing "The Best There Is" quest in Starfield involves several steps:

After finishing the "Breaking the Bank" mission, talk to Naeva and Jasmine. They'll send you to find Huan Daiyu in The Well to access the SY-920.

Travel to The Well, locate Huan using the quest marker, and have a conversation with her. Agree to a plan and go with her crew to the SY-920.

Once on the SY-920, head downstairs and talk to Huan via the intercom to review the plan. Your goal is to find a way to the barracks and get a uniform. The barracks door is locked, so either pick the lock or speak with Elijah. If you choose the latter, trick a guard into leaving, then grab the key.

Use the key to enter the maintenance tunnels, and exit through a marked point, preferably the bathroom.

After leaving the bathroom, enter the room on the right to grab an Ensign Uniform from a table. Wearing this uniform will allow you to move around freely without raising suspicion.

Follow the quest marker to the Command Bay entrance, where you'll encounter a Commander. Tell him you're reporting for duty in the Command Bay to gain access.

Take the elevator to the Archives room. You can either use the tunnels again or opt for persuasion to reach a computer containing information about ComSpike. Using the tunnels is simpler. In the Utility Room near the Operations Center, you'll find the hidden tunnels.

In the Archives room, access the Data Access Computer and follow these steps: Projects, ComSpike, Upgrade Security Clearance, Project Lead, Permissions, and locate ComSpike in Engineering Bay 4. Return to your previous location using the quest marker and take the Engineering Bay 4 Elevator.

Talk to Huan, and she'll direct you to Dr. Vogel in the Research Labs. Before speaking with the doctor, save your game. When Vogel asks about ComSpike, you have three choices: Betray Huan, Persuade Dr. Vogel, or Use the Spaced Trait. You can also pickpocket the keycard and password.

Betraying Huan is not recommended, and using the Spaced Trait may not be suitable for some companions. So, the safer options are persuading Dr. Vogel or pickpocketing, especially if your initial persuasion fails.
