It is based on the 2013 video game created by Naughty Dog and is set in the year 2023, twenty years into a pandemic caused by a mass fungal infection. This infection forces those infected to turn into zombie-like creatures, leading to the collapse of society. The show centers around Joel, played by Pedro Pascal, a smuggler who is given the task of escorting the teenage Ellie, played by Bella Ramsey, across the post-apocalyptic United States. The series also features guest appearances by Nico Parker as Joel's daughter Sarah, Gabriel Luna as Joel's younger brother Tommy, Merle Dandridge as the resistance leader Marlene, and Anna Torv as Joel's partner in smuggling, Tess.

Ellie and Riley’s political discussion helps paint The Last of Us world with many shades of grey. Both girls have understandable reasons to ally with one of the two primary political players. Both sides of the conflict are also responsible for death and destruction, even if the Fireflies seem to have the upper hand regarding morals, at least so far. But Ellie’s and Riley’s disagreement is also significant to underline the most crucial truth of all: all these political discussions seem petty in the face of death, especially when love feels like it’s escaping through our fingers.
After Riley returns to FEDRA's academy to spend a magical night with Ellie, most of Episode 7 takes place. Despite leaving Ellie behind to deal with bullies and strict rules, Riley shows up three weeks later revealing she's been enlisted into the Fireflies. Although Ellie is angry at Riley for leaving, she agrees to follow her friend to an abandoned mall, which was shut down by FEDRA due to supposed Infected presence. However, after a change in the Boston settlement's power grid, Riley manages to turn on the mall's electricity. Together, Ellie and Riley explore the bright and empty stores while reminiscing about the lost wonders of the past.
During their time at the mall, Ellie and Riley discuss their differing views on FEDRA and the Fireflies. While Ellie believes FEDRA's means are harsh but necessary to hold the settlement together and provide a better future, Riley's newfound allegiance with the Fireflies makes her believe in their fight for freedom, even though her view is naive as she overlooks the casualties caused by the revolutionaries' actions. However, Riley feels welcomed by the Fireflies, providing her with a sense of belonging that she has not experienced since her parents' death. In contrast, FEDRA is focused on control rather than freedom. In The Last of Us universe, people are willing to accept any form of comfort, despite the moral cost, which makes it easy to understand why Ellie and Riley have differing views on the two factions.
