The Tranquility Bulbs have a hollow cylindrical shape, so you need to be inside one to check the quality of the Shaded Waterweed. To enter, find the part of the rim with purple shrubbery descending towards the ground, then sprint and jump for maximum height. Timing is key, but this method is more reliable than dismounting from your Ikran.
