Hoban was a Roman Catholic who grew up on the Desart Court estate, which belonged to the Earl of Desart in County Kilkenny, Ireland. He worked there as a wheelwright and carpenter until 1779. In that year, he got the opportunity to study at the Dublin Society's Drawing School in Dublin, where he learned from a teacher named Thomas Ivory.

Hoban did really well in his studies and even received a special medal called the Duke of Leinster's medal in November 1780 for his excellent drawings of things like brackets, stairs, and roofs. He continued to work with Ivory as an apprentice until he left for America, probably around 1785.
