Once in the Oasis, look for a blue ripple pool in the water, as it is the exclusive source for Duneboppers. Ignore white or orange pools if you're focused on completing The Ones That Got Away quest. Catching two Duneboppers is necessary for this quest.
To find other required fish for Goofy's quest, search for Disney Dreamlight Valley's Robot Fish in orange ripple pools in the Ancient's Landing biome.
