Having White Gull in Geralt's inventory is essential for crafting superior potions in The Witcher 3: Wild Hunt.
Where To Get White Gull In Witcher 3?
Geralt will need the manuscript before using alchemy to create White Gull. Fortunately, this can be purchased early in the game from Tomira, one of Geralt's first encounters with a herbalist. She can be found in The Witcher 3's White Orchid, east of Sawmill.
Geralt first encounters Tomira when he is hired to hunt and kill the Griffin in White Orchid. To purchase the manuscript, inquire with Tomira about what she has for sale. The manuscript and other essential ingredients will be available for purchase. Geralt will need money to buy these items, so returning to Tomira after completing some quests may be preferable.

Tomira in White Orchid- will be carrying the White Gull manuscript, an empty bottle, Arenaria, and a Rednanian herbal.
Stjepan the Innkeeper at Velen's Oxenfurt Harbor - Stjepan will have stocks of both Mandrake Cordial and Redanian Cordial, which are the two remaining ingredients for White Gull. Fast Travel to Velen's Oxenfurt Harbor and walk east to Stjepan's Inn, which is frequented by drunken soldiers and Witch Hunters. Stjepan is working behind the bar at the Inn.

Where To Get White Gull In Witcher 3 - FAQs
Before using alchemy to create White Gull, Geralt will need the manuscript to make it. Thankfully, this can be purchased early in the game from one of the first herbalists Geralt encounters, Tomira. She is found East of Sawmill in The Witcher 3's White Orchid.
You can search them after the meeting during The Battle of Kaer Morhen, there should be up to 3 in total.
There are two potions of White Gull in the armory on the second floor of Kaer Morhen in the Prologue. White Gull is sometimes used by locals as a palliative potion, to ease the suffering of the sick and dying. An old woman beggar in the Outskirts makes such a request of Geralt.
She is still mourning at the funeral pyre outside the castle and will still sell you alchemical items.
